Wildfire Ballot Measures

The CA Secretary of State has an archival collection of all local Measures at the city and county-level, between 1995 and 2017.

The data are currently in pdf formats and need to be extracted and compiled into a database.

Some questions of interest:
a) Textual analysis of the language of the Measures; classification task: how many Measures are fire-related? And what's the average success rate over time?
b) What predicts success or failure of these fire-related Measures?
c) To what extent do recent fire event(s) affect a city's willingness to pass fire-related Measures?
